Cook rice according to package directions (cooking time 40 minutes). Meanwhile, heat oil in medium skillet over medium-high heat. Add onions and peppers; cook until vegetables are soft, about 7 minutes. Add spinach and garlic; cook until spinach wilts and garlic is fragrant, about 1 minute more.
